NEUROLOGY — Our Physicians

Dr. Ricardo Ayala, Pediatric and Adult Neurologist, joined the staff of Tallahassee Neurological Clinic on July 1, 1993. Dr. Ayala received his medical degree in 1983 from the School of Medicine, San Carlos of Guatemala National University, Central America followed by his internship and residency in Internal Medicine at Roosevelt Hospital, University of Guatemala. From 1985-1986 he served on the House Staff in Pediatrics at Coney Island Hospital, Brooklyn, New York. From 1986-1989 he completed an internship and residency, Chief Resident, in Pediatrics at Maimonedes Hospital Medical Hospital, Brooklyn, New York. From 1992 to 1993 he completed Fellowships in Pediatric Neurology and Epilepsy/EEG at Jackson Memorial Hospital, University of Miami (Florida). He was board certified by the American Board of Pediatrics in 1989 and board certified by the American Board of Psychiatiry and Neurology in 1994. He was re-certified by the American Board of Psychiatry and Neurology in 2004. Since joining the staff at Tallahassee Neurological Clinic, Dr. Ayala has been involved in numerous clinical drug studies, as well as clinical treatment of all pediatric and epilepsy patients in this area.

Angela S. Spencer, M.D., joined the practice January 2010 as our In-Patient Neurological Consultant as well as the TMH Medical Staff Stroke Director working closely with the Memory Disorder Clinic. In addition, Dr. Spencer will serve as the HealthSouth Rehabilitation Hospital Stroke Program Director. She grew up in Hungary, but has lived most of her adult life in the United States, residing in Florida since 2001. Dr. Spencer completed her residency and fellowship training in Cerebrovascular Diseases at the Cleveland Clinic Florida in 2006, where she was also awarded Resident of the Year in 2005-2006. Dr. Spencer was in the medical field for 18 years prior to graduating medical school in 2001. Besides strokes, Dr. Spencer specializes in many areas of Neurology, including Multiple Sclerosis, Parkinson's Disease, Alzheimer's Disease, Headaches and various neuropathies.


J. True Martin, M.D., Adult Neurologist, Disability Evaluating Physician and Senior Partner at Tallahassee Neurological Clinic, has been a member of the Neurology Staff since 1980. He received his medical degree from Vanderbilt University Medical School in 1976 followed by his internship and residency also at Vanderbilt. From 1978-1980 he was named Chief Resident at Vanderbilt University Medical Center and completed a neuromuscular Fellowship while directing the Muscular Dystrophy Clinic at the Medical Center. Dr. Martin was selected as one of two neurologists in the United States to do post-graduate research with Sir Morgan Hughes at Queen's Square in London, England. Currently the Department of Neurology at Vanderbilt University Medical School presents an annual "James True Martin Award" to the Resident who has demonstrated superior academic skills and compassionate concern for patients.

Dr. Martin became board certified in 1981 by the American Board of Psychiatry and Neurology after setting the national curve on the In-Service Training and Continuing Self-Assessment examination in neurology given by the Board. In 2003 Dr. Martin also became certified by the American Board of Independent Medical Examiners. Dr. Martin currently serves as Examiner for the American Board of Psychiatry and Neurology certification exam. He is also a contributor of neurology questions for the American Board of Independent Medical Examiners certification exam.


Winston R. Ortiz, M.D., Adult Neurologist, joined the Tallahassee Neurological Clinic staff in 1994. He received his undergraduate degree from Tulane University, New Orleans, Louisiana in 1983 and his medical degree from Ponce School of Medicine, Ponce, Puerto Rico in May 1987. He completed an internship in Internal Medicine at Medical College of Pennsylvania, Philadelphia from 1987-1988 followed by a Residency in Neurology at the University of Miami (Florida)Jackson Memorial Hospital from 1988-1991. He completed a neuromuscular Fellowship at the Veteran's Administration/ University of Southern California in Los Angeles from1991-1992, followed by a Fellowship in Epilepsy/EEG at the University of Miami/Jackson Memorial Hospital, Miami, Florida from 1992-1994.

Dr. Ortiz was certified by the American Board of Psychiatry and Neurology in July 1993 with a permanent board certification. In addition to his private practice, Dr. Ortiz currently serves as Medical Director of Tallahassee Memorial HealthCare Memory Disorder Clinic and Co-Director of Tallahassee Memorial Health Parkinson's Center.
